Will all non-Muslims enter hell?
Not all of course because there are several categories we should all know:
Dr Qunibi quotes from Ibn Taymiya the following:
They won't be punished exept after the hereafter test
_These will be tortured_
•They will come to be tested in the Day of Judgment.
•But in case they don't like religion and opposed to hear about it they will be punished
Another case is
They will be tortured

So the condition is whether they heard enough on prophet Muhammad peace be upon him or not.
The Prophet (peace and blessings of Allaah be upon him) said: “By the One in Whose hand is my soul, no one of this nation, Jew or Christian, hears of me then dies without having believed in that with which I was sent, but he will be one of the people of the Fire.”
▪︎ Narrated by Muslim, 153.
If they heard enough and opposed the following Ayah applies to them:
Allah here talks on these people in their eras
Some talk on this verse
((Indeed, those who believed and those who were Jews or Christians or Sabeans [before Prophet Muhammad] - those [among them] who believed in Allah and the Last Day and did righteousness - will have their reward with their Lord, and no fear will there be concerning them, nor will they grieve.)) ▪︎3:93
Allah here talks on these people in their eras
It says those who Believed not believe
It's the past simple tense. Because some people bring this Ayah that all non Muslims will enter paradise
Verily, those who disbelieve (in the religion of Islam, the Qur’aan and Prophet Muhammad) from among the people of the Scripture (Jews and Christians) and Al-Mushrikoon will abide in the fire of Hell. They are the worst of creatures”
▪︎[al-Bayyinah 98:6]
Allah says:
1.
Verily, those who believed and those who are Jews and Christians, and Sabians, whoever believes in Allaah and the Last Day and do righteous good deeds shall have their reward with their Lord, on them shall be no fear, nor shall they grieve.”▪︎ [al-Baqarah 2:62]
2. The second is the aayah:
“Surely, those who believed, those who are the Jews and the Sabians and the Christians – whosoever believed in Allaah and the Last Day, and worked righteousness, on them shall be no fear, nor shall they grieve.”
▪︎[al-Maa’idah 5:69]
Quran explains itself by itself
I.e
General verses are explained by specific ones and this verse about Sabians that they in paradise Quran talks here about the past not present
About the people who believed in Moses and Jesus in their time
Because it says inna ladina aamabu
Those who believed not believe
As far as the Jews are concerned, their faith meant believing in the Tawraat (original Torah) and following the way of Moosa (peace be upon him) until ‘Eesa (Jesus) came, after which whoever continued to follow the Torah and the way of Moosa, and did not leave this and follow ‘Eesa, was doomed.
As far as the Christians are concerned, their faith meant believing in the Injeel (original Gospel) and following the laws of ‘Eesa; whoever did this was a believer whose faith was acceptable to Allaah, until Muhammad (peace and blessings of Allaah be upon him) came, after which whoever did not follow Muhammad (peace and blessings of Allaah be upon him) and leave the way of ‘Eesa and the Injeel that he had been following before, was doomed.
Ibn Katheer (may Allaah have mercy on him) said:
After Muhammad (peace and blessings of Allaah be upon him) was sent to both mankind and the jinn,
The true belief can only be in accordance with the way of Muhammad (peace and blessings of Allaah be upon him).
Whoever follows his way will not fear the future or grieve for what they leave behind.
“What is meant is that every group believed in Allaah and the Last Day, which is the appointed Day of Reckoning, and did righteous deeds.
“And whoever seeks a religion other than Islam, it will never be accepted of him, and in the Hereafter he will be one of the losers”
▪︎ [Aal ‘Imraan 3:85]
So in the end of the day it's all about denial
▪︎Narrated by al-Bukhaari, 4974

Therefore, only those non-Muslims who, after receiving and understanding the uncorrupted message of Islam, reject that message and die in that state of disbelief will enter hell.
An excellent example of this would be Abu Jahl who refused to believe due to tribal rivalry:
Abu Jahl later told al-Akhnas ibn Sharīq, “We competed with Banū ‘Abd Manāf in everything to attain status and nobility. They fed people, so we also fed people. They gave charity, so we also gave charity. They looked after people; so did we. We did these until we became equal.qa And now they say, ‘A prophet has come from us who receives revelations from the sky’ How can we possibly be able to compete with this? By Allah, we will never believe in him and we will never accept his message!”
Explanation and Evidence:
With regards to the message of Islam, there are three types of people:
Those who upon receiving it in an uncorrupted form that they can properly and sufficiently understand - accept it. Al Muminun (the believers)
Those who upon receiving it in an uncorrupted form that they can properly and sufficiently understand - reject it. Al Kafirun (the Rejectors - literally those who cover up the truth upon learning it)
Those who did not receive the message at all or those those received it in a corrupted form that they could not properly and sufficiently understand. AhlulFatrah (People of the Gap/Interval)
The basic Islamic texts (Quran and hadith) mostly talk about and contrast the first two groups: those who accepted the truth and those who did not accept it.
For these two the texts are very clear:-
Those who accept the truth (believers) will be enter paradise (either directly or after having to pay for their sins via stay in hell, depending upon their actions in this world in relation to their opportunity) and
Those who reject the truth (Rejectors/disbelievers) who will enter hell and for them paradise is forbidden.
The third group Ahlul Fatrah (people who didn't receive the uncorrupted message) are referred to in the Ayah:
“And We never punish until We have sent a Messenger (to give warning)”
▪︎ [Quran 17:15]
In his commentary for this verse, Ibn Kathir in his famouse tafsir writes:
“These words, ‘…And We never punish until We have sent a Messenger (to give warning)’ tell us of the justice of Allaah, may He be exalted, and that He does not punish anyone until after He has established evidence against him by sending a Messenger to him.
This is like the aayat:
‘… Every time a group is cast therein [into Hell], its keeper will ask, “Did no warner come to you?” They will say, “Yes indeed; a warner did come to us, but we belied him and said: ‘Allaah never sent down anything (of revelation), you are only in great error.’”
▪︎[Quran 67:8]
and:
‘And those who disbelieved will be driven to Hell in groups, till, when they reach it, the gates thereof will be opened (suddenly like a prison at the arrival of its prisoners). And its keepers will say, “Did not the Messengers come to you from yourselves, - reciting to you the Verses of your Lord, and warning you of the Meeting of this Day of yours?” They will say: “Yes, but the Word of torment has been justified against the disbelievers!”’
▪︎[Quran 39:71]…”
((We have not sent thee but as a universal (Messenger) to men, giving them glad tidings, and warning them (against sin), but most men understand not.))
▪︎34:28
People of Fatrah will be tested in the Hereafter. There will be a person sent to order them to do good. If they obey him, they will enter the Paradise. If they refuse to obey, they will be punished with Hell.”
There is a hadith which mentions four types of people whose excuse for disbelief would be accepted on the Day of Judgment.
It was reported by al-Aswad ibn Saree’ that Prophet Muhammad (peace be upon him) said:
“There are four (who will protest) to Allaah on the Day of Resurrection:
the deaf man who never heard anything,
the insane man,
the very old man, and the man who
died during the fatrah (the interval- between prophets).
According to another report, he said:
“Whoever enters it, it will be cool and safe for him, and whoever does not enter it will be dragged to it.”
▪︎(The hadeeth was reported by Imaam Ahmad and Ibn Hibbaan, and deemed saheeh by al-Albaani, Saheeh al-Jaami’, 881).

Those who merit punishment from the non Muslims are forever in hell
