In the Gospel Jesus takes up this fundamental theme of prophetic preaching. He recounts the parable of the two sons invited by their father to work in the vineyard. At first they say "yes" to God’s will, but their piety becomes routine and God no longer matters to them. For this reason they find the message of John the Baptist and the message of Jesus disturbing. The Lord concludes his parable with harsh words: "Truly, the tax collectors and the harlots go into the Kingdom of God before you. For John came to you in the way of righteousness, and you did not believe him, but the tax collectors and the harlots believed him, and even when you saw it, you did not afterward repent and believe him" (Mt 21:32). Translated into the language of our time, this statement might sound something like this: agnostics, who are constantly exercised by the question of God, those who long for a pure heart but suffer on account of our sin, are closer to the Kingdom of God than believers whose life of faith is "routine" and who regard the Church merely as an institution, without letting their hearts be touched by faith.

The Basic condition of Marriage is given in the Qur'an ch 2 Verse 221 as marrying A Mushrik/ Unbeliever is Harram in Islam. If the Boy and the Girl both are Muslim Allhamdulilah if they wish to marry they can marry.
Regarding the Sunni & Shia. Actually there is no Sunni & Shia in Islam, follower of Qur'an and Sunnah they are Muslim, Allah says in the Qur'an ch 22 Verse 78 "Who named you Muslim". This Name Sunni and Shia We have created.
Regarding to the Shia(Raafidis) Raafidis say that the Qur’aan was altered, and they condemn most of the Sahaabah (may Allaah be pleased with them) and think that they went astray; they exaggerate about their imaams and worship them, and give them precedence over the Prophets and angels; they go on pilgrimages to mashhads (shrines) and graves, where they do all kinds of actions of shirk, associating others in worship with Allaah. They also believe in hypocrisy (as a tenet of faith) and call it taqiyah (dissimulation), and they believe in al-badaa’(the notion that Allaah “changes His mind”), al-raj’ah (the Return, i.e., the raising of the dead to life again for some time in the same form as they were before) and absolute infallibility of their imaams, and in prostrating on a handful of clay…
We advise you to read "Al-Khutoot al-‘Areedah" by Muhibb al-Deen al-Khateeb [this book is available in English – Translator], or Mukhtasar al-Tuhfat al-Ithna’ ‘Ashariyyah by al-Dahlawi, or Fikrat al-Taqreeb bayna Ahl al-Sunnah wa’l-Shee’ah by Naasir al-Qaffaari.
If the Girl or Boy being of this Evil/ false Raafidis beliefs then don't marry such person for the sake of Allah. If the Girl or the Boy believe in Qur'an and Sunnah as Muslim then any Muslim can marry such person there is no objection.
As in your case Mother is Shia, Raafidi but the Boy don't follow such false believe and He is believes in Allah and Last Messenger of Allah is Mohammed(pbuh) and following the Qur'an and Sunnah, in that case It permissible to Marry him.
This is the same case as If the Boy accepted Islam and his parents still non believer can Any Muslim Girl marry Him ? .

নিশ্চয়ই আমরা তোমাদের প্রত্যেককেই পরীক্ষা করব, ধন সম্পত্তির ক্ষতির দ্বারা, জীবনের ক্ষতির দ্বারা, ব্যবসা-বাণিজ্যে ক্ষতির দ্বারা। সুতরাং ধৈর্যশীলদের সুসংবাদ দান করুন। আর তাদের পরীক্ষা করা হলে তারা বলে আমরা আল্লাহর জন্য এবং আল্লাহর নিকটই আমাদের প্রত্যাবর্তন। তারা সে সমস্ত লোক, যাদের প্রতি আল্লাহর অফুরন্ত অনুগ্রহ ও রহমত রয়েছে এবং এসব লোকই হেদায়েত প্রাপ্ত। যদি আল্লাহ আপনার উপর সন্তুষ্ট থাকেন তবে আপনি যা চান সবই আপনার আছে। আর আল্লাহ যদি আপনার উপর সন্তুষ্ট না থাকেন, তবে কোন কিছুই আপনাকে সুখী করবে না। এটা সর্বদা আপনার জন্য দুঃখ-কষ্টই বয়ে নিয়ে আসবে। আল্লাহর কসম! এটাই সত্য। এটা মিথ্যা নয়।
আমার প্রিয় ভাই এবং বোনেরা, আমি আমার এই আলোচনা এমন সব মানুষের জন্য উৎসর্গ করতে চাই, যাদেরকে তাদের পিতা পরিত্যাগ করেছেন। যিনি এই দুনিয়ার কাউকে ভালবেসেছিলেন, কিন্তু কোন এক কারণে সে ছেড়ে চলে গেছে। যার কোন প্রিয়জন চিরদিনের জন্য দুনিয়া ছেড়ে চলে গেছে। আর তিনি বুঝতে পারছেন না, কেন এমন হল? পৃথিবীর বহু জায়গায় বহু মানুষ আজ চরম দুঃখ- কষ্টে নিমজ্জিত, বিভিন্ন রকম ব্যথা, বিভিন্ন রকম কষ্ট। কিন্তু সব সময় এর শেষ কথা হল শয়তান কোন না কোন উপায়ে তাদের উপর নিয়ন্ত্রণ আরোপ করতে সমর্থ হয়। এবং তাদের আল্লাহর পথ থেকে দূরে সরিয়ে দেয়। আজকের এই আলোচনা এমন সব মানুষদের জন্যই।
আমাদের সবার জীবনেই দুঃখ-কষ্ট আছে। এটাই বাস্তবতা। জীবন হলো একটা পরীক্ষা। আমাদের পরীক্ষা করা হবেই। আর তাইতো আল্লাহ বলেন- তুমি কি মনে করেছ তুমি বিশ্বাস কর এ কথা বললেই তোমাকে ছেড়ে দেয়া হবে? কোন রকম পরীক্ষা করা ছাড়াই? তোমাদের পূর্বে যারা গত হয়েছে তাদের পরীক্ষা করা হয়েছে। এমনকি নবীরা এবং যারা তাদের সাথে ছিলেন বলে উঠেন কখন আসবে আল্লাহর সাহায্য ? তারপর আল্লাহ বলেন- নিশ্চয়ই আল্লাহর সাহায্য সবসময় অতি নিকটে। সুবহানাল্লাহ! সুতরাং হ্যাঁ, আমাদের পরীক্ষা করা হবেই। কঠোরতা আসবেই, বাধাবিপত্তি আসবেই। এটাই জীবনের বাস্তবতা।
আমাদের বুঝতে হবে যে, যা কিছুই ঘটছে সবি আল্লাহর পক্ষ থেকে। আপনার হতাশ হওয়ার কোন কারণ নেই। আপনি যদি আল্লাহকে ভুলে যান, আপনি হতাশায় নিমজ্জিত হবেন। আপনি ভাবেন, চারিদিক অন্ধকারাচ্ছন্ন আর কুয়াশাচ্চন্ন। কিন্তু না। আমরা এটা বিশ্বাস করি না। আমরা সুখী সমাপ্তিতে বিশ্বাসী, বাহিরটা যতই নিরস হউক না কেন। এটা তো দুনিয়া। আপনি নিম্নতম স্থানে আছেন। দুনিয়া মানেই হল - নিম্নতম স্থান। আমরা একদম তলায় আছি, এখান থেকে শুধু ঊর্ধ্বেই যাওয়া যায়। সত্যিই। এখান থেকে শুধু ঊর্ধ্বেই যাওয়া যায়। এই স্থান… আল্লাহর কসম! আমি আপনাদের এবং আমার নিজেকে আন্তরিক উপদেশ দিচ্ছি... এই জায়গাকে সাজানোই হয়েছে আপনার অন্তর ভেঙ্গে চুরমার করে দেয়ার জন্য। এটাকে এভাবেই নকশা করা হয়েছে। যদি আপনি এই দুনিয়ায় সুখী হওয়ার খোঁজে থাকেন, আপনি ভুল জায়গায় আছেন।

This brief sentence expresses a great reality which should be understood well. The foolish people in the world generally feel offended by a person who points out the Truth to them. They do not like to hear and consider the Truth because it goes against their desires and interests but the Truth remains the Truth and cannot be changed after one's personal whims and wishes. Man is subject to the eternal and unalterable laws operating in the universe and has therefore to adjust his thinking, desires and conduct accordingly and should try to discover the Truth and Reality through experience, reasoning and observation. Only a foolish person can stick to and regard his personal whims, wishes and prejudices to be the reality and refuse to hear and consider any argument, however rational and scientific, simply because it goes against them.

(1) clear proofs : manifest signs which clearly showed that they were really Allah's Messengers, and were not impostors; convincing arguments which made it evident that what they tore presenting as Truth was really the Truth, and what they condemned as falsehood was really falsehood clear instructions which told without any ambiguity what was the. right way for the people in respect of beliefs, morals, acts of worship and dealings, which they should adopt, and what were the wrong ways which they should shun and avoid.
(2) Kitab: the Book which contained all the teachings required for the guidance of man so that people may turn to it for enlightenment.
(3) Mizan: the Criterion of truth and falsehood which may precisely indicate, like a balance, the golden mean between t40 extremes in matters of thought, morals and dealings.
The object for which the Prophets were sent with these three things was that man's conduct in the world and the system of human life, individually as well as collectively, should be established with justice. On the in hand, every man should precisely know the rights of God, the rights of his self and the rights of all . these people with whom we may have to deal in any way, and should fulfill them faithfully; and, on the other, the system of collective life should be built on such principles as should eliminate every kind of injustice from society, should safeguard every aspect of civilization and social life against extremism, should establish correct balance and equity in all spheres of collective life, so that all elements of society should receive their rights equitably and fulfill their obligations and duties responsibly
start and guide a successful Movement which should revolutionize the way of life not of own people but of the whole world."
