How do we prevent Eid from turning into the sort of fiasco that it was this year?

How do we prevent Eid from turning into the sort of fiasco that it was this year?
Some did it on Tuesday; some on Wednesday; many are left unsure as to which was correct. I say that either is fine. But it is not fine for us as a community to have both, especially in the same city, not to mention the same household.
The problem is that people are inflexible with traditional rulings which were not meant to be inflexible. Most scholars of Islam will agree that there is the opinion that they prefer and other opinions which are also acceptable.
My question is: Why do we not take a survey of scholars of the faith to find out which opinions are acceptable to most, so that the majority of Muslims will be confident in following that acceptable opinion?
And why don't the scholars get together and adopt a single opinion, since they keep saying that there is a variety of acceptable opinions?
We would all benefit from such an agreement. May Allah unite our hearts and our Eids.
